राज्य की जनता भूख और प्यास से परेशान थी। कई लोगों ने उम्मीद छोड़ दी।
राजमहल में राजसभा बुलाई गई। मंत्रियों ने सलाह दी कि महल के खजाने से केवल सेना के लिए अनाज रखा जाए, ताकि राज्य सुरक्षित रहे।
लेकिन राजा वीरेंद्रसिंह ने कहा,
“राज्य सेना से नहीं, जनता से चलता है। अगर जनता भूखी है, तो राज्य भी जीवित नहीं रहेगा।”

एक दिन, रानी ने देखा कि एक गरीब मां अपने बच्चे को भूख से रोता देख आँसू पोंछ रही थी। रानी ने अपना सोने का कंगन उतारा और कहा,
“माता, इसे बेचकर अनाज ले लो। जब तुम्हारा बच्चा मुस्कुराएगा, तब ही मेरा श्रृंगार पूरा होगा।”
उस दिन से, रानी चंद्रलेखा की करुणा की चर्चा पूरे राज्य में फैल गई।
